02. The intelligent specialization

The concept of Intelligent Specialization is mainly based on “a process of entrepreneurial discovery” as one in which the areas of specialization of a region are identified through a dynamic vision, based on “bottom-up” decisions and with the implication of all interested parties. It is, therefore, a process that identifies, together with all the agents involved, what a region of specialization in a field of science, technology and innovation could benefit from.
The strategy must comply with, at least, the following three requirements:
Concentrate resources on a limited set of research and innovation priorities.
Include measures designed to stimulate private investment in R + D + i.
Understand an internal monitoring and review system.
